What is 10DLC? A complete guide to The Campaign Registry

10 Digit Long Code (10DLC) is the standard phone number format for text messaging in the U.S. The Campaign Registry (TCR) is the carrier-led system that requires businesses to register before sending. This guide explains what 10DLC is, how TCR works, what registration requires, and how SignalWire, a fully registered Campaign Service Provider (CSP), handles the process.

Why unregistered 10DLC messaging gets blocked, filtered, and fined

U.S. carriers treat unregistered application-to-person (A2P) traffic as spam.

Messages get filtered, blocked, or penalized,  regardless of whether the content is legitimate.

Long codes, or standard 10-digit phone numbers, were originally designed for person-to-person (P2P) messaging. As businesses began using them for A2P text campaigns, message volume increased dramatically. So did spam. U.S. carriers responded by launching The Campaign Registry for A2P 10DLC in 2020: a centralized database that links every A2P message to a verified brand and declared use case. Unregistered traffic will be filtered or blocked by carriers. And as of December 2025, newly purchased U.S. 10DLC numbers do not have messaging capabilities enabled by default. Messaging only activates after a number is assigned to an approved TCR campaign.

Why navigating The Campaign Registry without a CSP is harder than it looks

The Campaign Registry involves four categories of participants

  1. Mobile Network Operators (MNOs) who deliver messages, 

  2. Direct Connect Aggregators (DCAs) who connect to MNO gateways, 

  3. Campaign Service Providers (CSPs) who register and vet campaigns, 

  4. And Brands who send the messages. 

Navigating this ecosystem without a registered CSP means handling the entire process and ongoing compliance monitoring without expert guidance. Mistakes at any step cause delays, rejections, or carrier penalties.

10DLC regulations are always evolving

TCR requires you to accurately describe your messaging use case. Choosing the wrong category, or being too vague, is one of the most common reasons campaigns are rejected or delayed. Each Brand registration submission costs $4 regardless of outcome.

Adding phone numbers to a campaign does not increase throughput. Throughput is determined by brand vetting score and campaign use case. Teams that do not understand this spend money on numbers that deliver no additional volume.

TCR rules, carrier enforcement, and fee structures change regularly. Staying compliant requires monitoring non-use fees, DCA vetting updates, and campaign suspension policies  on top of building and running the actual messaging application.

SignalWire has been a registered CSP with The Campaign Registry since TCR launched in 2020. As a CSP, SignalWire is responsible for vetting campaigns before submitting them upstream to DCAs, which means SignalWire has a direct stake in campaign quality and compliance, not just registration throughput. 10DLC throughput on SignalWire is queued and throttled automatically to carrier-approved limits based on brand vetting score and campaign use case. Unlike short codes (5-6 digit numbers) or toll-free numbers, 10DLC numbers look like regular local phone numbers, which increases trust with recipients. 10DLC messaging requires mandatory registration with The Campaign Registry (TCR) before messages can be delivered reliably. 

What is The Campaign Registry (TCR) for 10DLC?

The Campaign Registry (TCR) is the U.S. carrier-led registration system for Application-to-Person (A2P) 10DLC messaging. Launched in 2020 by Mobile Network Operators (MNOs) including Verizon, AT&T, and T-Mobile, TCR is a centralized database that links every A2P 10DLC message to a verified brand and declared use case. This gives carriers visibility into who is sending messages and what they are sending, enabling them to reduce spam, improve deliverability, and enforce compliance. 



What is required to register a 10DLC brand and campaign?

Brand registration requires your legal business name, website, Tax ID or EIN, company contact information, and business type. Campaign registration requires a use case category, a detailed description of your messaging program, 2-5 sample messages, your opt-in process (how recipients consent to receive messages), and your opt-out and help workflows. The campaign use case must accurately match the actual messages you plan to send.



How long does 10DLC registration take?

With the right provider, like SignalWire, it takes only a few business days. For others, it can take a week or two for full registration and approval.

What happens if I send A2P messages without 10DLC registration?

Unregistered A2P traffic sent over U.S. long code numbers is treated as spam by carriers. Consequences include message filtering or blocking, reduced throughput, and carrier enforcement actions such as fees. Even if message content is legitimate and CTIA guidelines are followed, unregistered traffic that reaches MNOs via A2P routes will likely be blocked or penalized.

What is the difference between 10DLC, short codes, and toll-free numbers?

10DLC numbers are standard local phone numbers registered through TCR for A2P messaging. They have local area codes, look familiar to recipients, and have throughput limits determined by brand vetting score and campaign use case. Short codes are 5-6 digit numbers that provide higher throughput and are pre-screened by carriers, making them better for high-volume campaigns but registration takes longer. Toll-free numbers allow higher throughput than standard 10DLC out of the box and have their own registration process, but wait times for approval can reach 8 weeks. TCR applies only to 10DLC numbers, not short codes or toll-free numbers.
